Anyone know, or have experience, as to whether a B21, with only 13.5 PTO hp, can effectively run a four foot rotary cutter through tall, thick grass and weeds?

the plus you have with the B-21 is it's hydro transmission. When the transmission speeds are infinite as with the hydro it is easy to compensate for a lack of horsepower by just letting up on the speed petal. The four foot bush-hog is fine behind a tractor with that horsepower anyway so don't be afraid to go with it. ....

Like Art said, the B21 should handle a 4' brush hog just fine. I used one on stuff taller than the hood of the tractor with my B7100 which had less hp than the B21. ....

Like the two previous posters said, it shouldn't be a problem. The only time it might struggle a bit is if you have some really steep slopes to cut but with the hydro you can "feather" your up and over them. ....
